The challenge facing the maritime industry was how to stop ballast water taken on board vessels in one part of the world destroying finely balanced ecological systems in other parts of the world when discharged at the port of loading which could be on another continent. the system had to fulfil several criteria these were,

  1. Be capable of handling large volumes so as to minimise turnaround time in expensive harbourage
  2. Be capable of operating to legally enforced standards as prescribed by international maritime law.
  3. Have no chemical usage whatsoever so as to minimise possible environmental damage. 
  4. Be reliable in operation with regard to long service intervals
