The Regulation D-2, Ballast Water Performance Standards reads:

discharge less than 10 viable organisms per cubic metre greater than 50 µm
discharge less than 10 viable organisms per ml in size range 10-50 µm
restriction to number of indicator microbes (bacteria): V. cholereae, E. coli, enterococci

in our tests at the NIOZ in NL and also trials at sea we had in the inlet of the system a mutitude  of different organisms including  
fecal bacterias and viruses but at the outlet all of them were rendered dead. This is also an requirement of the IMO rules.
These bacterias and viruses are very small, approx  4 to 6 µm and due to the fact that they have no protective sleeve which will protect them and makes them highly vulnerable to the UV light.
